Position Summary
Multidisciplinary Team Leaders (MTLs) work to improve health care at the district level. Of special importance within their range of responsibilities is HIV/AIDS, which has been identified as a priority illness due to the endemic impact it has had in the country; at the same time, they oversee the health system and its needs as a whole. The MTLs orient and help HAI's regional multidisciplinary teams; provide time, support and technical assistance to the managers of District Services for Health, Women, and Social Action (SDSMAS), for the integrated planning of health activities at a district level. The MTLs are the key element for technical development of management, and they support the provincial health department (DPS) and district services in the application of current legislation regarding the decentralization of administrative responsibilities and the planning and allocating of funds according to the health priorities identified in each district. HAI's multidisciplinary health teams (5 in Sofala, 3 in Manica) normally support a group of 2-4 rural or urban districts, working in the SDSMAS's own areas and functioning as the direct counterpart of the SDSMAS's directors.
Position Responsibilities
- To plan and coordinate the HAI multidisciplinary team’s activities (HIV/AIDS, SMI, M&A, CD, administrative area) in the districts, according to specific work plans and goals that have been defined and agreed upon with the director of the SDSs (district health departments) as well as approved by the DPSs (provincial health departments)
- To identify and put into practice integration approaches for health programs at a primary health care level, for the reference systems between sectors and services, and between health units at different levels
- To provide technical assistance to the managers of district health services for the individualization of health priorities, to create an overall plan for the allocation of additional funds provided by HAI in a manner that complements State funding and in compliance with priorities, as well as to monitor funded activities and assess results
- To support health institutions and districts under their responsibility in order to strengthen the monitoring and evaluation systems for health care programs
- To provide technical support for the clinics’ activities whenever necessary, while applying the country’s current treatment standards
- To assume primary management responsibility within the multidisciplinary team regarding care for HIV and antiretroviral therapy (ART), as well as:
- To drive the training, supervision, follow-up and analysis of treatment within the districts regarding HIV and anti-retrovirals offered to seropositive individuals
- To provide technical assistance regarding tuberculosis program integration and HIV treatment
- To oversee the quality of treatment as well as adherence to, and failures regarding, ART and treatment for tuberculosis and other chronic illnesses
- To support HIV treatment in health care centers, including the preparation of work plans, the supplying of equipment and the design of assistance mechanisms for seropositive patients
- To promote the ongoing training of MISAU/SNS (Ministry of Health) personnel, particularly in clinical activities related to HIV/AIDS
- To provide technical assistance and support for social activities of community-based organizations
- To assist with the creation of research and operating protocols, coordinating with the Operations Research Center (CIOB), and assisting with research implementation and manuscript preparation
- To participate in relevant program meetings and to represent HAI when necessary
- To provide reports to the HAI's anti-retroviral program manager in each province and assist other technical advisors and MISAU partners
- To submit periodic reports as requested by financial institutions
- To participate in the use of funds budgeted for the program
Position Requirements
- Medical Doctor
- Masters Degree in Public Health
- Two years work experience in Public Health, including experience with financial and personnel management
- Experience in planning and managing programs relating to health, pediatrics, infectious disease, tuberculosis or any other relevant clinical area
- Experience in treating patients with HIV/AIDS
- Two or more years of professional experience in developing countries
- Fluency or significant experience with a working knowledge of Portuguese or other Romance languages is required. If not fluent in Portuguese, the applicant must have a desire to study the language and become fluent. Fluency or significant experience with a working knowledge of English (written and spoken) is required.

- Proficiency with application software such as Word and Excel
- Citizens of any country may apply. If not a citizen of Mozambique, this position will be given pending the approval of the Health Ministry and Labor Ministry to work in Mozambique.
- The salary will vary depending on experience and educational background.
