Position Summary
Under the leadership of the Provincial Health Director, the Pharmacy Advisor shall provide technical assistance to the Head of the Provincial Drugs Depot (DPM) in the routine processes of quantifying provincial requirements, stock control and distribution and supply of drugs as well as other medical supplies and items to Health Facilities. In coordination and together with the Head of the Provincial Drugs Depot, he/she will ensure that control mechanisms are set up to appropriately manage drug supply so as to avoid situations of drug stock outs as well as accumulation of expired drugs within the province. The pharmacy advisor will also provide technical support to all the heads of the health facility drug depots in the province, including the provincial hospital.
This is a fulltime position based at the Provincial Drugs Depot.
Position Responsibilities
• Provide technical support in the development of provincial pharmacy work plans
• Support the preparation of the Provincial Drugs Depot (DPM) requisitions to central level and from District Drugs Depots (DDM) to DPM. This process shall adhere to the procedures established by MoH in terms of quantification of the requirements.
• Assist with appropriate drug supply management. To this end, a distribution plan shall be prepared and ensure timely delivery of drugs to Health Facilities. The process of drug distribution shall adhere to MOH criteria.
• Support the avoidance of stock out situations by ensuring appropriate stock levels in the warehouses within the province. Whenever necessary and justified, advise redistribution of drugs within the province or among provinces. One of the activities to be conducted in this area is the periodic preparation of lists of existing drugs, including those near expiry and accumulated.
• Support the province so that there is increased involvement and interaction between the pharmacy and clinical areas, including improved drug management. Support promotion of rational use of drugs.
• Support management and rational use of medical kits, ensuring appropriate filling out of the appropriate documents at all levels of the national health system.
• Provide support in the preparation of periodic reports and analysis of the whole drug management cycle with a view to tackling where improvement is required for provincial supplies. These reports should be copied to central level.
• Ensure the operation and integrity of the Integrated System for Drug Management.
• Support in-service-training of pharmacy staff in the provinces.
• Support the whole provincial hospital pharmacy area in order to promote compliance with dispensing and management of drugs at pharmacy level and mobile pharmacies.
• Support the selection of physical space appropriate for pharmacies and drug depots and/or modification in the province.
• Support the setting up and/or maintenance of record keeping systems in the pharmacy for chronic patients (ARV, HTN, diabetes, among others).
• Support the province in the implementation of best warehousing practices at all drug distribution outlets.
Position Requirements
• Graduate Degree or equivalent in Pharmacy.
• Minimum 4 years of experience in pharmacy activities, 3 of which were in the public sector.
• 2 years or more experience in developing countries (preferably Mozambique).
• Sound knowledge in Malaria, HIV/AIDS and Tuberculosis.
• Sound knowledge of IT.
• Communication skills and team player.
• Fluency in Portuguese.
